Settings -> General should have an option to disable user data collection.

"Let Panda Antivirus collect data from you", by default enabled but could be disabled.

Default value is 30 seconds, you can reduce it for 10 seconds. But this is one of features that cause delay with using programs, I think there should be an option to disable it.
