after study the issue we have realized that the installer is a pup, so we can't change the classification.

Why panda does not show any warning to user? Link it just blocked without any notice.
As you said - it's just potentially unwanted. So user should decide to download or not. Isn't it?

Do you have any formalized requirements for applications to be not PUP?

I have donwloaded it without any problem. If a customer can't, please provide us more info. Panda report, a printscreen or similar info to check here. Tell us what is the av that is blocking it.

Yes it's, this is a pup behaviour. After run a scan customer can remove or not, but the av will not remove itself.

To be classified like a goodware we have studied the file behavior and performs actions to be detected as pip.
