This means that there is a problem validating the digital signatures
You will need to update the root certificates, to do so, you can use the rootsupd.exe tool from Microsoft
You can download it from here
Check this before running rootsupd.exe
There are certain files that cannot run in Windows as they are locked because Windows considers that they come from the Internet. You can bypass this issue, however, by unlocking the file:
Right click the file
Click Properties
Go to the "General" tab
Click on "Unlock file"
Click OK
