How did you uninstall the antivirus? From Program & Settings or with the uninstaller file?

The Panda Web Safe can only be added as Extension to Chrome web browser. In the rest of browsers it can be only added as a search engine due to their browser settings.

The first option in this case is uninstall the product, reboot the machine and install again the antivirus.

If you install the product again and the issue is still present, get back to us.

From now on, all files signed by this digital signature will be regarded as goodware.
