Can you confirm that the files are created by the antivirus? Are they still being generated if you disable or uninstall the antivirus?
I've checked my C:\windows\temp folder and there are only 5 files like these

I guess you are referring to the signature updates
Signatures are updated at least once a day and will be shown in the report as synchronized with the Cloud

16.01.02 is an old version, give it a try to the latest Panda Free Antivirus version (18.01.00)

What Panda product version are you using? You can check it in the version.in file located in the antivirus installation folder
If you check the antivirus report, is there any line referring to Dashlane block?
