Well, good news. When I started the Blizzard launcher today there was more game data to download. Sure enough, it throttled to 0. I closed it, then applied the first fix you linked, restarted the computer, then started the Blizzard launcher as normal. I am now holding a consistent download rate at 1.83Mbps!! Thank you for this!! May I suggest that you incorporate this fix into a Panda Security regular update as there are many people with Panda Security that play World of Warcraft. On Blizzard's posting forums, this has been an ongoing issue that has come up many times.
