Panda Mobile security keeps asking to enable Administrative Permission for antitheft.
after each and every Restart.
is it a issue?
is it normal?
it it possible to track my Phone when Administrative Permissions not enabled?

It only requests permission to enable the Panda Mobile Security device manager, but not admninistrative permissions
If you don't enable Panda Mobile Security device manager it won't be possible to track the device
Can you post a screenshot of this message?

And before restarting the device, does it work properly?
We will need the Advanced logs to be collected:

First, connect the mobile device to a Wi-Fi or else activate data packets.
Now, to send us the requested Advanced logs, follow the steps below:

Data to request

Open Panda Mobile Security.
Go to Settings.
Check the box Enable data collection.
Replicate the issue.
Open Panda Mobile Security.
Go to Contact.
Select Problem.
Select Email or Gmail to send the message.
Refer to this post in the email body
Open Panda Mobile Security.
Go to Settings.
Uncheck the box Enable data collection to disable the logs generation.

Have you tried reinstalling Panda Mobile Security?
Does the same problem happen with other device administrators such as Android Device Manager or Samsung Kies?

Yes I tried reinstalling still has the same problem...
I not using any other administrators in my phone...
I am ready to install any software upon on your Request...

You should have at least the Android Device Manager listed even if its not activated
Go to Settings - Location and Security - Select Device Administrators

Enable Android Device Manager
Then reboot the device and check whether it has been disabled or it remains active
