Okay, what bone head thought it would be a great idea to have Panda popup an ad on my desktop???

You are using the Free version of Panda Cloud Antivirus
You can click the X at the top right side of the popup

I don't have a problem with it being like once a month or so, but this happens to me too every single time I restart my computer or login to windows....

Right now it's not possible to turn them off. It's just a new campaign offering PRO version for half price.
Anyway, as far as i know, this campaign will be finished today.
