According to the logs there is another installation running (which also uses Windows Installer) at the same time
Windows Installer doesn't allow parallel installations, so please make sure that there aren't any installations being done and try installing again

Anyway, we have seen some cases where a service belonging to Blackberry software triggers Windows Installer but doesn't run any installation at all, but this causes the installation to believe that there is other installation in progress.
If you have a Blackberry software, disable it before trying to install Panda

You can also try installing from safe mode
