Attached is a screenshot of the firewall detailed event log. As you can see, there's no indication that connection attempts are being blocked! And I just had it happen twice moments before I captured that screen.
It turns out that Panda is allowing two connections (why?) from a host. All subsequent attempts to connect after the second connection is made time out.
Some more info: when I first launched XMing, I had to explicitly allow it to run. I see XMing listed under Application Control with permissions "allow."

Is it set to allow incomming (inbound) connections in the firewall settings?
