Service "Panda Product Service" hung up at start.

Service "Panda Product Service" hung up at start.
I have the latest version of Panda Dome 18.07.00 2019 on Windows 8.1, and every time I boot the computer, I get the error "Service" Panda Product Service "hung up at start". It slows down the launch of my computer for 5 minutes !!!
I tried to reinstall 5 times, I checked the same problem on another Windows 10 laptop, but there is no such problem on a computer with Windows xp.
The problem began with version 18.06.00, but when you install the old version, it is forcibly updated. Please solve the problem or disable the forced update. While antivirus removed, but ready to add additional information.

Please follow these instructions, install again and tell me if the problem is solved:
Download and run the Panda Generic Uninstaller file to the Windows Desktop, for example.

Click Yes when a window showing the following message is displayed:
Do you want to run this uninstaller?
WARNING: It will reboot at the end to ensure a clean uninstall.
Generic Uninstaller
The message Hit OK to reboot will be displayed, but even if the window is not displayed, reboot your computer once the uninstallation process is completed.

1 Download removal utility, launched, removal passed without errors
2 After uninstalling, restart
3 Once again rebooted (for reliability)
4 I downloaded the latest version from the site, installed
5 The problem remains

In order to continue with the study of your incident and resolve it, Panda Security needs to gather the following data from the computer:
Panda Support Information tool
From a computer with Internet connection, download and save the Panda Support Information tool in your computer.

Double click the file and accept the license agreement so that the information about hardware and software from your computer is gathered.
Select your product and click the option Collect Support Information. Follow the wizard through and fill in all the requested fields.
When the data collection finishes, select option Do not send, save local and send a private message with the .7z file generated as soon as possible.
Note: The format of the file is:
COMPUTERNAME_[DATE-TIME]_PSInfo.7z

try to delay the panda service start.
change the service startype to delayed startup
and check if solved.
