I managed to replicate the issue and created case 04428599
Teredo Tunneling adapter is only disabled when you install Panda Safe Web/Panda URL Filtering

There you go. I reported it to try and help out. I could have just uninstalled Panda and moved on but I like the product so much I want to see the issue fixed so I can return to using it.

Available where? All I can find are downloads of v18.0.0 which I already have. Does this fixed version have a different version number?

The issue is corrected with a new Panda Safe Web version.
You can download the toolbar standalone installer from here
Uninstall Panda Safe Web and Panda URL Filtering and install the new Panda Safe Web version

That might work but the problem still exists in the latest version of Panda free that is available for download. If you install the safe web component, the registry key that disables Teredo is added. Uninstalling safe web and URL filtering does not fix things. The registry key has to be manually deleted from the registry.

I installed the latest version with Safe Web. Teredo was blocked. I then uninstalled safe web and URL filtering, rebooted and installed the new standalone Safe web. Teredo was still blocked. The only way to fix it is by manually deleting the registry key.

I'm now going to try installing Panda without Safe Web and then installing the new Safe Web and see if that works.

Sorry guys, the problem is NOT fixed. I installed the latest Panda Free without Safe Web and everything was fine. I then installed the standalone Safe Web and the registry key was added and Teredo was disabled. Once again, The registry setting is at, HKLM\System\CurrentControlSet\Services\TcpIp6\Parameters
A key is added reading, DisabledComponents\ REG_DWORD 0x8e

As it stands now if you want to use Panda and you want full functionality of the Xbox app and games from the Windows store, Safe Web and URL filtering can not be installed.
