Windows Defender tells me "Actions needed by Panda Firewall". What's that about?

That link goes to the 18.0 version on CNET added on October 28th 2016. Is there another link you could provide or anyone else?

Also, can somebody (preferably from Panda) explain why an anti-virus program install needs to tamper in any way with firewall settings?

Windows firewall behaved quite normally until I installed Panda Free. And, free or not, there is no justification I can see for having an AV program mess with firewall set up.

the free version does not have firewall.

If something about firewall is told by the operating system, maybe what needs to be checked is why, the operating system is detecting a firewall where there is none.
