Then I would recommend to unisntall the actual versión and install it again.
If same thing happens, you will have to contact Microsoft to see why a firewall is detected by the WSC when there is no firewall...

Sorry, but to correct windows errors, you wil have to ask microsoft for help.

I think panda Free Antivirus doesn't include any firewall.
Your Bitdefender firewall should be active at this time. but due to some technical reason windows firewall is disabled by the installation of panda antivirus.
You can still activate windows firewall easily.
To activate the windows firewall, you can follow these steps
Open Windows Control Panel
Open System and Security
Now open Windows Firewall.
If the Windows Firewall is disabled, the Windows Firewall state will be Off. You can turn it on by going to left navigation pane, and click on Turn Windows Firewall on.

If you don't want to use windows firewall there are many other free firewalls are available.
